SC Commercial Specialist - Production [Oman]


 

The Role

Position Purpose

Shell Development Oman (SDO), in partnership with OQ and Total, develops and operates Block 10 concession area that produces gas and condensates. In addition, SDO also conducts exploration activities in multiples Blocks across the Sultanate.

The role of the SC Commercial Specialist Production- as an experienced C&P professional, is to manage the execution of all end-to-end contract management elements across the Production and Maintenance portfolio. The role demands a candidate with the ability to effectively deliver as an individual contributor, but also to potentially lead SC Commercial Specialists as scope develops.

Principal Accountabilities

HSSE

  • Given Oman is considered high risk country from HSSE standpoint, Candidate to ensure Contracting strategies and Contract Management Plans support Shell Development Oman Goal Zero Aspiration through implementation of robust Contractor Safety Management practices and alignment to Shell’s personal and process safety Goal Zero focus areas. This includes embedding robust contractor capability assessment as part of the pre-award stage.

  • Implementation of Contractor HSSE practices in close liaison with Contract Managers/Holders and Owners.

Value Delivery

  • Strong Post Award Contract Management focus with proactive approach to value / downside risk protection.

  • Ensure delivery & effectively manage contracts while continuously driving value improvement targets.

  • Effective management of claims and variations to achieve the best commercial outcome for the venture.

Business Partnering

  • Deliver creative Production, Maintenance and Projects Contracting & Procurement strategies, implementing supply chain transformation levers that harness the market to deliver most competitive contracts at cost and schedule, with no compromise to safe and quality execution. This includes bringing a strong understanding of local market dynamics and ability to create and execute deals that position the projects competitively.

  • Support collaboration to ensure the supply chains are as competitive as possible, taking market developments and in country value development into account. This includes consolidating demand and identifying synergies across the sourcing activities.

  • Proactively identify & understand commercial/procurement needs from internal stakeholders (Shell Business) and collaboratively propose competitive solutions. This may involve constructively challenging the Business Demand &/or Procurement Practices in order to drive value and efficiency for the organization.

  • To be successful in this role the candidate much possess a strong stakeholder management skillset with the ability to effectively collaborate, influence and drive decision consensus cross-functionally within the venture, but also build strong cross-organisational relationships to promote best practice sharing and seek buy-in / support from executive stakeholders within the Shell group.

Supplier Relationships

  • Manage Supplier Relationships effectively and collaboratively to drive continuous performance improvement via relevant contract key metrics (E.g.: HSSE, Operations, Cost). This would involve constructively challenging the Suppliers in terms of the contract delivery and performance as well.

  • Ensure upwards communication and timely escalation of supplier performance into Supplier Relationship Managers, Executive Sponsors and Global Category Managers to ensure a consistent approach maintained with Shell’s key Suppliers.

  • Flexibility to support other SC Leads in managing other Shell related sourcing activities in support of Wells, Projects and Operations.

[CP Interface]

  • Ensure strong connect across the wider SC Organization (Eg: Wells, Projects, Operations, Exploration ) to ensure continuous cross sharing and leverage of best practices.

  • Ensure collaborative ways of working with SC Hub.

People Development

  • As a leader within the SDO Supply Chain team, actively contribute to the strong learning culture within the team through learning events, providing coaching & guidance to junior team members, and leveraging Shell network to pull in SME’s to help share knowledge / expertise with the team.

SC Systems & Processes

  • Ensure application of the E2E CMCP process, using commercial judgement, common sense and a simplification mind-set, understanding the difference between non-negotiable compliance elements (Safety, E&C, Code of Conduct, Law) and CP operating practices, while always keeping enterprise business value in focus.

  • Well versed in E&C requirement in high risk E&C country.

  • Identify, develop & implement supply chain improvement opportunities.

Governance

  • Rigorously follow the right internal and external contracting and procurement governance for each Block.

What we need from You

Qualification & Delivery

  • Only Open for Omani Nationals

  • A degree level qualification (Business, Law, Economics, Engineering, Quantity Surveying or equivalent)

  • Professional CP or Quantity Surveying qualification (e.g. MCIPS, ISM, RICS) is preferred.

  • A minimum of 10 years’ experience in a similar Contracting & Procurement role with a proven experience within CP delivering complex, strategic pre and post award contract management (preferably in Projects, Maintenance and Production environment).

Commercial

  • Highly tuned commercial acumen with demonstrated ability to develop and deliver value from complex deals.

  • Proven experience in effective Post Award Contract Management.
