TPE (Theater Provided Equipment) Manager [Kuwait]


 

Work in Kuwait is contingent upon the applicant’s ability to obtain a work permit from the State of Kuwait, which is requested on the applicant’s behalf by their employer. Effective January 1, 2021, the Kuwait Public Authority of Manpower issued new work permit regulations, informing contractors that it will not issue a work permit to any individual who is fifty-nine (59) years or older and holds a high school grade certificate or less. A two-year college degree or higher is required for all candidates fifty-nine (59) years or older. See Administrative Decision No. (520) of 2020 AD – Amendment to the Administrative Decision No. (552) of 2018 on Issuing the Work Permit Regulations.

Purpose: Assists in property management program activities to ensure continuous accountability of government and company property in accordance with applicable government regulations and corporate policy.

Essential Duties and Responsibilities:

  • Responsible for the performance of all work under the TPE (Theater Provided Equipment) task order of the APS-5 contract.

  • Responsible for the programs Quality Assurance/ Quality Control (QA/QC).

  • Attend meetings, conduct briefings and workshops; prepare/submit reports.

  • Primary point of contact with technical communications, prioritization of effort, team standardization and technical direction flow between the Government and the Contractor.

  • Assist with redistribution of excess inventory with redistribution, turn-ins, and found on installation along with inventories; assist units with preparation for deployment, change of command inventories.

  • Provides supervision over Property Book Team Chiefs in regard to GCSS-Army business processes and ECOP.

  • Performs other duties as assigned.

Minimum Position Knowledge, Skills, and Abilities

Education:

  • Bachelor’s degree is required; Master’s degree is preferred.

Experience:

  • 18 years management, asset visibility, and property management experience required.

  • U.S. Army MOS senior 92Y or 920A preferred.

Specialized Knowledge and Skills:

  • Must possess in-depth expert knowledge of supply program relationships, concepts and methodologies pertaining to supply/property book accountability and supply areas of logistics operations.

  • Knowledgeable and highly skilled in the use and operation of GCSS-Army.

  • Thorough understanding and knowledge of inventory management required.

  • Knowledge of U.S. Army inventory management accountings systems.

  • Ability to work effectively with employees and management of all levels (to include multinational staff, superiors and ranking military officers).

  • Ability to prioritize responsibilities to accommodate a demanding workload.

  • An intermediate proficiency in Word, Excel and Outlook applications is required.

  • Attention to detail with a high degree of accuracy is required.

Certification, License & Clearance:

  • Valid driver’s license required.

  • GCSS-Army certification required.

  • Secret Clearance is required.

  • U.S. Citizenship required.

Active Clearance is required: Must have an active Tier 3 Secret U.S. Government clearance.

Note: U.S. Citizenship is required to obtain a Tier 3 Secret clearance.

Work Environment, Physical Demands and Mental Demands:

  • Ability to perform job duties efficiently and effectively.

  • Must be able to work in extreme environmental conditions including dust and high temperatures.

  • Must be able to endure long hours, exposure to weather and hazardous conditions.

  • Must be able to lift 50 lbs.
